So running the game last night, a person half moved and grabbed a character. I told him he could grab and squeeze or grab and throw. He just held onto the guy. Just before his next phase started he decided to squeeze the character since he could have done it last phase.
So, can a person hold onto a character and squeeze on another segment?

Did he hold an action to allow him to squeeze before he came up?
I don't have an issue with it if he did. If he maintains the hold, certainly on his next action he could squeeze or throw or anything else.

No. The Grab is an Attack and ends thier action. If they dont take the Squeeze or Throw (or any of the Grab & -- options in the UMA) at that point they are opting not to use the complete attack and cant opt to do the reamainder in a later segment before thier next Phase as if it were held. They arent holding the Squeeze (et al) -- they opted not to use it and thats the end of thier action.
Its similar to a character not using all the dice available for a punch or EB; they cant decide to apply the extra dice later -- they didnt 'hold' the additional dice of damage, they opted not to use them at all.

Not exactly. According to the rules, you can half move, grab and squeeze/throw. He half moved and grabbed (without squeeze or throw). He waited a segment and before his next phase, he 'squeezed'.
I had trouble telling him it couldn't be done as he could have squeezed back when he first grabbed the guy but at the same time, it really isn't a held action.

Then I'd have to go with what Killer Shrike said.
You have the choice at the time you take the action of Grab, Grab and Squeeze, or Grab and Throw.
By default, he chose Grab by itself.
Until his next action came up, he's just holding the guy.
