Here's a thought to ponder, based on two statements from Steve in the past month or two.
1. The powers in the Online USPD will eventually be compiled into a printed book.
2. The NPCs debuting in the first USPD will be written up and presented in a follow-up book to CKC.
Okay, you probably already know where I'm going with this, but I'll say it anyway: How about finishing each section of USPD2 with a write-up of a character with that class of powers? This could include those from the first USPD, some of the other Andromedan villains mentioned in CKC, and a few first-time originals.
It may not be a wonderful idea, but I think it's worth considering. :)

Dont put yourself down; it sounds like a great idea to me. And, its basically a book that writes itself, making it easy on the production schedule.

To take it one step further, for at least some of the characters (the ones that arent already lurking in the games of the developers) they could even run a themed character creation contest similar to Name the HERO. Give a description of the characters appearance, a point range, a power SFX, and the requirement that the write up must be CU-friendly and incorporate the reference in the USDB in some fashion.

They could even run it as a double contest; character write ups and also character illos as a second category. With all the free material and artwork, they could afford to throw in a prize (a signed copy of the book when published would probably be sufficient).

I already have some ideas for goodies to put in USPD2, but it won't include new characters. Those I'd rather save for a book of, well, characters. Even if we did include 'em, we couldn't do anything like the contest Killer Shrike suggests; that would take far too much time and effort -- it's quicker and easier for me to write the new characters up myself. (In fact, I've already done a couple of 'em.)

Actually what made me think of it was looking at Watchers of the Dragon, one of the best HERO books from the ICE Age and a hybrid book in its own way (part fiction book, part scenario book, part enemies book).
I agree with Steve about the contest, though... it's a bit too much work.
And I'll be waiting with baited breath to see how Hazard turns out. :D
