Looks like we needed some clarification, as there seems to be some confusion over the exact wording in 5ER

If all slots in a Multi Power have Variable Limitation (-1 worth of limitations, -1/2), is it legal to put Variable Limitation (-1 worth of limitations, -1/2) on the MP Reserve?

For example

40 Generic MP: Multipower, 60-point reserve, (60 Active Points); all slots Variable Limitations (requires -1 worth of Limitations; -1/2)
8m 1) Energy Blast 12d6 (60 Active Points) - END=6
8m 2) Killing Attack - Ranged 4d6 (60 Active Points) - END=6
8m 3) Flight 30" (60 Active Points) - END=6
8m 4) Force Field (30 PD/30 ED) (60 Active Points) - END=6

If all powers in a Power Framework have the Variable Limitations Limitation with the same value, then the character may also apply Variable Limitations with that value to the Power Framework’s reserve/pool.
