I have a character with a 24 Dex
He has a base Speed of 3.4 - which rounds to three
If I raise it to 4, it costs 6 points
If I reduce it to 3, it costs 0 points
If I reduce it to 2, it costs -10 points

Are those 4 points that make up the .4 just lost if I try to reduce my speed? I thought I could recoupe those points. Is this a rules or a Hero Designer issue?

Again, have no books at work. :P

You do not get points back for selling "partial SPD". Per Steve Long.

HD is doing things the way they are specified in the rules.

Dan -- you might want to sticky this thread. This is the second time in less than a week this question has been asked and answered.

Workaround: General rule, any combination of DEX and SPD costs 2 points per point of DEX and 1 point per point of SPD. Buy 20 DEX, +4 DEX No Figured Characteristics. Or buy 24 DEX, No Figured Characteristics, and just buy your SPD to whatever you want it to be. Or ignore the rule and buy back the decimal SPD. However you do it, the point cost is the same. (Don't believe me? Work it out by hand.)
