Can a follower have followers?

For example, an Emperor has a staff of generals, and the generals essentially have their armies as followers? The generals are loyal to the Emperor and their followers are loyal to them?

I know this is rife for abuse, but if you have to deduct points from one to pay for the other, why not?

It's not specifically illegal, but it's so potentially abusive that I doubt most GMs would allow it. I almost certainly wouldn't.
