That depends entirely on what the Limitations on the extra SPD are. If the Limitations prevent that SPD from recovering from being Stunned*, then he can’t use his extra Phases to do so. If they don’t, he can.

*: Note — recovering from being Stunned is different from taking a Recovery, as explained in the rulebook, but based on your question that’s what I think you’re asking about, not Recovering.

His limited speed is as follows

+3 SPD (30 Active Points); Conditional Power Power does not work in Common Circumstances (Only for Magic; -½) He has a VPP magic pool that the only for magic part refering to.

Would said speed allow him to recover from being CON stunned or to take a regular recovery? This kinda of brought our game to a stand still and the group was divided. The GM made a on the spot desision and I told him I would get an official answer from the Hero God for the next time it happens. :D

I'm not sure I understand the exact connotations of the Limitation as you've phrased it. If what it means is "extra SPD only to cast spells and use magic powers," then he absolutely cannot use the extra Phases gained to recover from being Stunned or take Recoveries, neither of which involve spells or magic powers.

If I'm mis-reading what the Limitation means, please post a follow-up and I'll take another crack at it. ;)
