These are a must if one wants to design guns, bows or other HTH melee weapons for your game:
STR Mins
STR Does Not Add/Subtract To Damage
Another Limitation in the core book that does not appear in HD3:
MP/VPP Power Can Only Be Changed Between Scenes (rather than Adventures, which is included)
Although I've been able to fake these by using generic "Limited Power" , it would really be nice if these were in the application.

Hmmm... high strangeness abounds! They used to be there.. Another one that I just noticed is the required hands limitation seems to be gone also. These can all be simulated by using a custom modifier, but I am positive they used to be included in the standard list. I tried using both EB and RKA to build weapons and could not find these.

Ok belay my last post... I figured it out. You must be using a normal or heroic template for these limitations to appear. As soon as I switched to a Heroic template instead of a superheroic... BAM! STR Min appeared (and the STR does not add to damage option is a part of this one), and the Required Hands also appeared.

Yup -- STR Min, etc. are not valid Limitations on Superheroic characters (part of the rules).

In accordance with the rules of the Hero System: without the STR Min limitation, since it is not valid for superheroic genres.

Essentially... if you are running a Supers campaign then NCM's are not in use thus the Limitation of STR MIN can easily become a meaningless thing except for the free points, that is why they are not legal. If you want a more realistic campaign that includes supers and STR Mins. Build the characters using the Heroic Template, and Turn off NCM, for those characters that are appropriate, by setting NCM to user selectable in the Campaign Rules feature. This is not stricty canon, but it will allow you to mix the effects.
One other note, some powers and effects (like END cost) are different when using a heroic template, so it will affect the cost of characters.
