Why is Only within 4" of a surface (ultimate vehicle) a -1/2 limitation, when Only in contact with a surface is only a -1/4?

Because I tend to think the former is more restrictive of a flying vehicle than the latter is of a character. As usual, it's an easy change to make if you prefer some other arrangement.
