Question 1st Part:
In the Rules FAQ it says:
Q: Can a character use a 2-point Combat Skill Level to increase the damage done by an attack?
A: No. As indicated on 5E 35, a 2-point CSL can only be used to improve OCV. A character needs a 3-point or more expensive CSL to increase the damage done by an attackI'm dealing with a situation where this ruling doesn't make sense to the player and I can see where he's coming from:
The player is set on running a fighting fantasy character who "Specializes" with a Bastard Sword in combat, and one of the effects desired (besides a +1 OCV) is the ability to do more damage with it (+2 DC, which would require +4 CSLs, for a total of 5 CSLs).
The player reasons that since a Bastard Sword is a specific single attack it should be able to use the 2-point levels to increase the damage.
They argue that if they have to pay for 3-point levels then they'd just take it for "All Swords" instead of "Only Bastard Sword" and since it is more limited it should cost less points. Effectively they are arguing that limiting the bonus to a specific type of sword should provide a cost-savings.
So, with this "limited should be discounted" argument in mind, should the Rules FAQ ruling still stand and require them to use 3-point CSLs?
Or should I make them take it as 5-point levels with a limitation that would be greater for a specific sword rather than all swords in general?
Question 2nd Part:
Also, despite the fact that only 5-point skill levels can be limited, I said that I'd require a "-0" Limitation to be applied to 4 of the 5 CSLs so that they can "only be used to increase damage" to prevent the OCV/DCV from getting out of hand (the character has a couple of CSLs with "All Combat") already.
Is it officially valid to limit CSLs of less than 5 points but just not give a cost discount for the limitation?
Or should I make them take it as 5-point levels with a Limitations that it can't be used to add to OCV or DCV but only to increase Damage?
