Bulky focii

I have a supers campaign which is based in the Victorian age. One of the PCs is making a steam powered super armor.

My question is, when he is using the armor he's not affected by the bulkiness of it all, but when he's not wearing it and transporting it, it should be bulky (afterall you can wear that armor to the ball correct?). Would this be considered bulky in the focii sense? (Normally a bulky focus stays bulky all the time, this one is just bulky when its powered down.)

In that case, he gets no Bulky value for the Limitation, since it doesn't affect him during crucial combat/crisis situations. The effects of Bulky apply to him when he carries the armor, he just doesn't get a Limitation for it... though I suppose if you think this is going to come into play a lot you could reduce Bulky to -1/4.
