No; I didn't notice the error until I put the power into HD and saw that the cost of the HA was 8 instead of 9, and the only difference I could find between its construction and the one I did on paper was the Hand-To-Hand Attack (-1/2) Limitation.

Is it equally valid to build weapons as EB (No Range)?

The question of "validity" is one for the GM to decide. I almost certainly wouldn't allow something like that, but other GMs may differ.
