Cumulative Mental Powers

Mr. Long, a little official input on this if you'd be so kind. :) If someone is attacked by a Cumulative Mental Power, before it builds up to the full desired level of effect will the target:

1) Be aware that someone is using a Mental Power on him?

2) Be able to sense the location of the source of the attack?

3) Know what kind of Power is being used against him, and perhaps what the desired specific effect is (e.g. what Mind Control command or type of Mental Illusion)?
