What is with these Limitations?
Obvious, Inobvious> ???
Mobility: Bulky , ... : OK -> a heavy weapon or Armor
Mobility: Arrangement ?
Accessible, Inaccessible >???
Expendable ?

Okay, I'll take a stab at this one. Here's the breakdown.

OBVIOUS: It's OBVIOUS that the power/ability in question comes from the focus.
Example: An RKA with a gun as a focus. That's pretty obvious.

INOBVIOUS: It's not OBVIOUS, in other words it's well disguised but not necessarily concealed (it can be seen but not recognized.
Example: a 'Power Ring' that resembles a simple wedding band, such as the One Ring (ala Tolkein)

BULKY: It's big. Damn big and difficult (but not impossible) to move. It can be carried, but not easaily. Not even with both hands.
Example: Clairsentience bought through a focus as a television.

ARRANGEMENT: I don't know what you're referring to on this one, I've never heard of it,....could you elaborate, please?

ACCESSIBLE: The focus can be easily taken from the character.
Example: a belt knife, sheathed sword, or better yet......
an HA bought with a focus as a ladie's handbag. :rolleyes:

INACCESSIBLE: the focus can NOT be easily taken away.
Example: Armor

EXPENDABLE: the power with this focus limitation is gone after each use. (see Charges)

Those all define what kind of focus a character has. Look up the definitions under the focus limitation (FREd p.187-191)

I know that too...but i don't understand it.

The Mobile: Arrangement part is also on these pages on the table next to Bulky with a modifier of -1/4

"Arrangement" refers to an optional Limitation requirement for Mobile Foci: their components must be place in a precise pattern or relationship, and take time to set up or to move. Examples include candles or talismans which must be precisely placed for a summoning ritual, or a force-wall fence with several projectors which must be placed around the area to be protected.

I really can't explain it much more clearly than the rulebook does; it pays to take the time to read it carefully. You can also try the extensive online "Frequently Asked Questions" about the rules (via the "FAQs" link at the top of this page). If you still have specific questions about something after you've done that, we'll be happy to try to solve them. :)

Mobile: Arrangement means that you can carry the focus around, but is has to be precisely setup to work.
Example: a series of power crystals that have to be arranged to form a perfect pentagram before they will open a gate.

VictorVon, which Herosystem books are you using? This may help us narrow down where to point you.

Just the Fifth edition book and the Champions Universe...I am going to buy "UNTIL" & Champions

If this means you're asking for other suggestions, I'd recommend Conquerors, Killers, and Crooks, which has a lot of villain writeups so you can see some great examples of character creation.

The UNTIL Superpowers Database is also a great book and will help you a lot.

I must be completely missing this one, .....
I still can't find any reference to the 'Arrangement' limitation on mobile foci. I've looked and looked, and I still don't see it. I even have FREd in front of me, and it's doing me no good. Maybe I'm going blind?.....

That happened to me just today - it's right under your nose and you just can't see it. I sympathize with how dumb you're going to feel. :(
