Below you answered a question with an example. The example was essentialy a couple of skills bought as a Focus, raised a question with me

If Character A (Who does not have stealth) buys Boots of stealth: Stealth 15- OIF (10 real points, 15 Active)

And then character B, who does have Stealth, puts them on what happens? I see three posible out comes:

1) You choose one or the other

2) The boots serve as a complimentary skill roll (Similar to how a computer works)

3) Character must use the focus (Don't think so but it is a possibility)

In that situation, the character can choose to use the boots if he wants to, substituting their Stealth roll for his own. If the GM permits, then he could just use the boots' Stealth roll as Complementary to his own.

If you want a magical Focus to do either (grant Stealth to those who don't have it, improve the Stealth roll of those who do), just buy it as a Multipower -- one slot is Stealth, one slot is just bonuses to a character's own Stealth roll.
