I hate to be the bearer of bad news, but...
There is no direct path to convert files from hero creator to hero designer v3. There was a conversion utility to convert from Hero Creator to Metacreator (both programs were released/deveopled by Alter Ego Software). Metacreator is the newer upgraded version of Hero Creator. Then there was a script to semi convert Metacreator files to Hero Designer v1. Which can be read by HD v3.
Of course after paying for the Metacreator upgrade, then processing your characters through it. Then locating a copy of version 1 (I don;t believe it is still available). Then going through the process of converting to HD, and cleaning up the converted characters (there are some conversion issues with the math as powers and skills costs are different under Hero fifth edition). After all this it might just be easier to re-key your character manually into HD V3 and be done with it.

Yeah, I'm going to second this... plus, if you're new to HeroDesigner, think of it as a tutorial to learn the functionality.

More accurately there is an output format for HeroCreator that would output a HDv1 character file. I actually worked out the output format for HC, not Metacreator. I believe it worked just fine with either, but I did most of the testing under HC v1.9.5 as I recall. Though it has been a few years.
I haven't re-done it for v2 or v3 because there didn't seem to be any desire for it. That and I don't have HC installed on my system any longer. And I don't know that I still have the installer anywhere.
