That was definitely the intent when I was designing the application.
In my opinion, it does a phenomenal job of applying the myriad of rules and regulations in the system (many of them dependent on the particular construction of a given ability)....allowing you to just create the character and not have to worry about knowing all the fine-grained "ins and outs" of the system.
Now...given that I designed and programmed the app, I may be a bit biased ;-)

Victor,
I was skeptical about HD when it was first announced (I liked CW/MC). I recently purchased HD, and would have no problem recommending it to people that want to play Hero. I am fairly new to the system (I played Fuzion, and that turned me on to Hero... I like math, so that was never very intimidating, but the myriad of rules was a bit). HD has helped me quite a bit. I don't know if I have 'learned' the game more by having it, as much as the computer has made it to where I am not as handicapped by not knowing all the details. The program does an exceptional job of having the options out in front of you, and taking you step by step in building a character.
You do not need to know the system very well to make a pretty good character with this program. You just have to have an idea of what you want, and the computer will help you do the rest...:)

Is there any manual with it? PDF Files? Tutorials?

Yes, there is a fully documented PDF manual included.

You can even download the documentation free of charge if you want to get a bit of an idea of how the program works.
You can get it here (http://www.herogames.com/FreeStuff/Hero%20Designer/other/index.htm).

Love the program, and especially appreciated the update :)
My one hurdle I can't understand is concerning Martial Maneuvers.
No where else but HD can I recall a big difference being drawn between a Move being "Open Hand" or "Weapon". Also (at least prior to downloading the update) I couldn't seem to buy it both ways [paying 2x]??
So, is the "Weapon" describing a Ranged Attack?
Is it signifying a move actuated with a Weapon being held in the same hand (that would seem to be more about DCV, wouldn't it)?
Any clarification will be greatly appreciated. I've perused the docs, but it's so massive it could be another book onto itself. I've looked for the solution, but skim-reading, hasn't helped me with it yet.
Thanks Again for any possible Help! :)

Whether a Maneuver is meant to be used open handed or with a weapon is primarily a matter of formatting for the effect....particularly the damage. It's a difference between 2d6 and 2 DC, generally, though for maneuvers which do different types of damage (killing, NND, etc) it can be different.
The distinction comes from UMA, where the maneuvers are taken from.
Whether a meneuver is ranged or HTH is determined by the Range setting (-1 means HTH, as noted)

Martial Arts have been either Open Handed by default or assigned to a weapon since 4e IIRC.
You buy 1 pt Weapon Elements to extend your manuevers to additional Weapons or Open Hand; you dont need to buy each manuever multiple times to use it w/ various weapons.
The only place it really matters is in how the damage is calculated. Frex, how you calculate the damage for a Killing Strike Manuever in a Fencing Martial Art (usable with Blades by default) used with a Sword is a little different than how you calculate the damage from a HKA Karate chop (usable w/ Open Hand by default).

(heromachine can be found at www.UGO.com) Uh....no. Its a character creation tool to help you make the character(s) you want, not a character generator.
Why would you want Random HEROs characters in the first place however? As a starting point, sure, but the whole point of the HERO SYstem's point-based character creation is so that you can make exactly the character you want. If all you want is some random collection of abilities why not play a system that has random characters to begin with? ("Hey, look! Water breathing gills and Deep Space Travel! Score! My character is the most ludicrous!").
Really scratching my head over this one.

Build the character with thier list of powers, taking options to raise or lower the costs of the powers to equal 350 points.
Its a game within a game! Hard on the wall and requires some set up, but you'll not find a funnier version of HERO Games  Add in some beer and stale peanuts and you can even pretend like you're in a bar, but without all the low-class women and future liver donor seekers. :D
