AI with Interaction Skills

Suppose I have an AI computer and want to give it Interaction Skills such as Bureaucratics or High Society. Would I have to assign a PRE value for the AI? If not, what would be the base Roll for 3 points in the Skill?

For 3 Character Points the AI gets a 9- roll, since it has no PRE to add to the roll. If it wants a better roll, it has to buy it up at the usual cost...

...or wait until I write The Ultimate Automaton, which will have more detailed rules for Computers and such, too.
