Pulp could work for this. The players play teenagers. Emerald City fits the bill as the mysterious, supernatural place. Instead of Pygmies, we've got Munchkins. Flying Monkies, are well; flying monkies. The Wicked Witch is a witch, but with limited magical powers. Oz might be a gadgeteer or mad scientist type. Tin Man could be Robot. The Cowardly Lion...hmmm...that's a toughie. Scarecrow might just be a wood golem type of thing.

Sounds like a clever concept!
Reminds me somewhat of Philip Jose Farmer's decentish A Barnstormer in Oz, in which Dorothy's son accidentally flies into Oz in his biplane. A lot of that book was spent making Oz "plausible." I forget what the Cowardly Lion was rationalized as.

Because it's all in the public domain, no-one has to worry about copyright, and at least the first two of the books in the Oz series are available to read online for free (http://www.cs.cmu.edu/~rgs/wizoz10.htm).

It looks to include a fair selection of the Oz books (Ozma Of Oz,
Dorothy And The Wizard Of Oz, The Emerald City Of Oz, Tik-Tok
Of Oz, Glinda Of Oz....etc....) including some in audio formats.
BTW, just a heads up: a 'reimagining' of the Oz mythos is coming
to the SciFi Channel here in the US on December 2nd. It will
be entitled 'Tin Man'. From the blurbs I've read and the ads I've
seen it looks like it might have some game-able aspects. Some

This comic has got me thinking of doing a similar Oz-inspired adventure, probably as a one-shot:

Basically, someone - or something - is messing with the multiverse, using various baddies and critters from Oz, Wonderland, and other places to invade the other, with Earth as a crossroads. I found it delightful and full of potential (issue 1 had Jack Punkinhead's pumpkin head blown to shreds with a shotgun blast). The last issue I read (I assume it's the most recent) included a scene where the Jabberwock ripped (literally!) its way through the card-soldier army of the Red Queen on its way to wherever it's headed. I read many of the Oz books in high school, and there's some very interesting ideas in there.

The Cowardly Lion...hmmm...that's a toughie.
The Lion might be a Tarzan type, or, if you want to go further away from quasi-plausibility, something from Dr. Moreau's island.

Every sound, every scent of the forest scares him so much that he has been running in circles for years. Then, along came this young girl, her little dog a robot and treeman (et al) and nearly fell over dead from fright...thus the heroes stepped forward to carry him awhile. :D
