Is it possible to construct recovery as a passive power linking it to speed on phases when I do not have an action. If I did this how could it be contructed (if it can) and if I do, during those phases it activates am I at reduced DCV and such.
I am thoroughly crazy on this one let me know, i searched the board for the answer but found none, if I missed it I am very very sorry.

Limited Speed is going to be hideously complex and expensive.
I instead recommend using the Healing power with the Trigger Advantage and tailor it to your vision.

I've been around for a while, and I still do things like ask Mr. Long a question when the answer is right in front of me in the book.
