Does the inclusion of Extra Time make a power non persistant? Specifically on Life Support Immunity (Desired effect is a form of adaptive Immune System that can kick off anything given time)

No, it just means it takes longer to activate in the first place. If the character wants it to remain Persistent thereafter and doesn’t normally turn it off, then Extra Time probably isn’t sufficiently restrictive to qualify as more than a -0 Limitation. In most cases Extra Time only makes sense as a Limitation on a Persistent Power if coupled with other Limitations, such as Nonpersistent or Costs Endurance.
