[HD v3] Split VPPs

I'm trying to make a Gadgeteer character who has a split VPP, not unlike Demonologist from Arcane Adversaries. (One VPP is 60 points, the other is + 30 and has the "Takes Hours to Change" limit.)

I can easily put devices & gadgets with an Active Cost of 60 points or less into the bigger VPP, but is there a way to enter powers with 61-90 Active Points (aside from making a separate List and putting in a "Custom Modifier" to bring the "cost" down to 0)?

As there is no provision in the rules for that type of build, there is no direct support in HD for that.

You can likely accomplish it through a number of different mechanisms, depending on the effect/mechanics that you want to use....anything from a list with a Cost Multiplier of 0, a list with a Negative Custom Adder, to a Differing Modifier construct with a 90 point VPP.

The spells written up for that character are not book legal for the VPP's he has. There is no way to build them legally in HDv3 the way that character is written up.

To build spells/gadgets with active costs in the 61-90 range will require a single VPP with a 90 point pool but even negative adders will only reduce the control cost, not the base 90 pool cost. A separate custom negative adder will be the only way to make the numbers match up with 2 otherwise separate VPP's.
