I think I've seen this one before but can't seem to find it. Basically it's for a character who can do things like run at full speed across narrow ledges, tightrope walk (even upward at a certain angle), etc. I was thinking of a flight with feet must touch ground but it probably needs to be further limited (no walking on water or straight up buildings.) Has anyone seen this power defined exactly and what where the values of the limits?

I'd just buy 5 or 10 penalty skill levels for dex skills, or even just for Acrobatics. That should let him perform any of the tasks you've mentioned.

I think what you are looking for is the Talent Environmental Movement: Narrow Surfaces (FREd, page 64 sidebar). My super-gymnast has this even though her Acrobatics roll is 22-. Costs 3 points, and allows the character to operate on narrow ledges or tightropes without penalty (normally a -2 or worse).
What's the difference between this and an Acrobatics roll? I asked Steve Long that very question; he said "With Environmental Movement you don't need to make any DEX rolls. It works all the time." :D

Why not Clinging? only surfaces that are walkable (allowing for a thin, but sloping surface as opposed to only vertical surfaces).

Thank you everyone. I think I will use Supreme Balance at least in part.
I also caught this in someone's write up of Twilight Sazuka:
"Superior Balance: Flight 8": No Noncombat Movement (-1/4), Only Along Reasonably Horizontal Surfaces (-1/2)"
I might combine the two. Comments?
