Fun with Dispells

Can you dispell(Or supress) a drain that is effecting someone. Or would you need to target the person who actualy has the power?

Ex:

Leach drains Str from Strongman. Then Medic shows up, can he use his dispell to cure Strongman?

Once the Drain takes effect, a character can’t Dispel it at all, any more than he could Dispel the damage from an Energy Blast or an existing Entangle. A character could, however, buy an Aid-based power with the special effect of “I can Dispel the effects of Drains.”
