So what does your hero do in the case of the marvel comics "Civil War"?
The government decides to arrest all hero's or villans, because their dangerous....
Either your with the government or your considered against them.
Once arrested, or you turn yourself in your thret level will be assesed.
Those who are arrested are then sent to a mind probe(telepathy) and mind controll program..... Which involves a super computer that has mental powers.
Do you fight it and it's agents, or go get chipped?
Chipped people can have their powers turned off and on at the governments will, or you can get a mandatory power suppression shot(2d6 uncontrolled, 0 end), and are free to go with a tracking device(just in case).

Anyway, Nova goes to the Anti-Reg rebellion like a fish in water at godspeed, since this is the kind of worst-case scenario that his Magneto Complex has foreseen and he has trained himself to face.
He goes to deliver the following speech on the verge of the law being passed, then once the first casualties of the conflict happen, or the first resister is thrown into the Negative Zone, he goes to track the politicians responsible for passing the law and its chief executors, and ensures they are casaulties of war. He then does his very best to ensure that the government is brought on his knees to repeal the program, by any means necessary. If they want all-out war, let them have it.
"I have no opposition to a voluntary registration scheme. Let them those supers who want to be cops or soldiers or want to reveal their secrets to the government, be. But mandatory registration of powers and identities only serves to open the door for servitude and discrimination of my people, if not far worse. The laws of man were not for supers in the first place, but superior beings stripped of the rights even mere humans enjoy and enslaved to serve the whims of demagogues and bureaucrats is outrage beyond words. I will never obey it, and assist all those who will resist it, by any means necessary. I will continue to do my best as I see fit, to make the world a better place. The moment someone tries to use force on me or any other super because of this Act, I will retaliate with proportionate force. The moment lethal force is used, I will acknowledge this as a declaration of war by this government against the whole paranormal race. You guys are asking for a war you cannot win, risking the loss of huge chunks of your armed forces, economy, and infrastructure. I regret the appalling destruction and loss of lives, but I will make sure the politicians and commanders, or whoever may be manipulating them, that caused this tragedy will be preferential targets. How good are your plans for continuity of government, folks ? It would be nice to have someone with the authority to talk about peace terms, when the dust settles on this tragic farce".

You forgot to mention that from now on all heroes will have to sing 80s power ballads while in combat.

Sir Johnstone would not register. Despite having a public ID, he would stop openly wearing a costume and being a member of any Superhero League. He would continue his dayjob as a butler and, instead of wearing a costume, he would go for long walks that 'just happen' to take him through the crime district. When he saw crimes happen, he would use his skills to stop them and make a "citizen's arrest". If he was arrested, he would use his one phone call to apologetically inform his employer that he was unable to remain in his employ, as he has been arrested and may be some time. He would, as a qualified lawyer, argue his case on the basis that the registration act is unconstitutional. If he was found guilty, he would be deported to England, his home country, and not need to register to continue as a superhero, being popular in Great Britain.
If, on the other hand, his employer joins the rebellion, so would he. He'd relish the opportunity to rebel against this particular law.
In either case, his anti-registration sentiment would lead many among the Great British government, especially the monarchy, to consider the registration act in America with even more distaste than they would anyway.

Linebacker is already associated with the Illinois state government, with police powers, but there is no way he would take up arms against any of the main Anti-Reg proponents. In his eyes Luke Cage is almost as cool as Ray Lewis or Walter Payton, and Captain America is sacrosanct. Probably spend most of his time minimizing collateral damage from trigger-happy SHIELD agents.
After Captain America was assassinated and the tears were wiped away, there would be hell to pay. Starting with a very loud, very public resignation LB would work with the Secret Avengers to try to salvage some good from this travesty. By Any Means Necessary. Underground Railroad out of the Negative Zone, perhaps?

Yes, and we've had this discussion many times before that.
Clearly, registration is an ongoing political debate, and previous registration bills have either failed to pass or have failed to be successfully implemented. ;)
My answer, as always is: "no registration, no way, no how, and I'll leave the country if I have to."
On the other hand, none of my characters have a Magneto Complex, and tend to react badly to those who do.

And likely will have it again in the future. Pray to the Internet Gods and Goddesses they always end well.

Can't you see that the time for peaceful discussion and cooperation with them is long past, once the first of us was imprisoned or killed for refusing their slavery ? How sad. How pitiful. How senseless."
OTOH, if your characters leave the country, they won't be around to get in the way while mine spearhead the Glorious Metahuman Revolution. Smash the System ! Freedom For The Metas ! Death to Tony and Reed ! ;) :D :p

Yeah, it's one of those long-standing floating memes in the fandom, just like people asking "what is the best superhero RPG of all ?" on rpg.net every week or so.

Yes but never before has the proposed plan been so blatantly oppressive that nobody's character could concievably cooperate with it.
