Yes, Steve, it's yet another UAA question. :D

There is some... lively... discussion going on as to what the exact effects of Clinging UAA are, and how it might be/should be different than an Entangle. Please note that I am asking all these questions for completeness of the discussion, not because I don't know the answers to them (just a couple:)).

So, If Mr. Elmer has Clinging (10+30=40 STR) + UAA, Ranged, and hits Mr. Target who is standing on the sidewalk with it...

1. Does Mr. Target retain his full DCV?

2. If Mr. Target is knocked prone (or is prone when Mr. Elmer attacks), is he stuck in that position?
A. If yes, wouldn't that affect Mr. Target's DCV more than just being prone?

3. Does Mr. Target stick to himself, thereby sticking his arms to his sides, etc.?

4. Is Mr. Target prevented from moving (running, flight, leaping, etc.) from his location until he wins a STR vs. STR contest against the 40 STR clinging (or exceed the DEF+Body of the sidewalk?

5. If Mr. Target receives an attack that potentially could cause knockback while under the effect of this power (say a 12d6 EB that rolled 12 BODY), what happens?

6. If another character grabs and attempts to push Mr. Target *along* the surface, does he have to win a STR vs. STR contest against the 40 STR clinging (or exceed the DEF+Body of the sidewalk)?

Will you state a general guideline where it might be more appropriate to use Entangle instead of Clinging UAA?

Clinging Usable As Attack definitely isn’t the same thing as an Entangle. First, it does not prevent the victim from moving; it simply requires him to succeed with a STR Versus STR Roll to overcome the STR of the Clinging with his own STR to move if the movement requires him to touch a surface (if he’s not, as with Flight, Gliding, or Teleportation, then no roll is necessary). Alternately, he could simply break the surface he’s attached to and carry a piece of it with him as he moves. He’d also have to make a roll to stand up if he’s knocked to the ground, to let go of a held object, or the like. His DCV is not affected. If he takes Knockback, standard rules for how Clinging affects that apply; if someone wants to use a Shove or the like on him, he uses the Clinging’s STR or his own STR, whichever is higher, to resist.
