When an animal has multiple HKAs (for example, a Leopard's Bite and Claws (HSB, page 145), is the default that the animal can or cannot use both in an MPA?

The default is that the Multiple-Power Attack rules apply to all characters. HSB 31 specifically references their use by animals, for instance.
