Who's he hunted by? Again, a multi-choice just to get it over with quick.
Try to have some restraint, he's only 500 points at the outside! Please
post suggestions for good hunters, and whatever seems most popular
will get the pass. Just please don't have it be Foxbat!

The villain so far:

He's a Master Villain of the second order, and he's a low power villian
who will be built on a maximum of 500 character points, and he has a
decent base with a cadre of henchmen to staff it.

He aquired his powers on his own initiative. He's a shape shifter and a
gadget user that can invent his own gadgets. He has a secret ID, which
he can maintain with his Shape Shifting power, but his normal appearance
is freakish as a result of the technological process he used to give
himself his powers.

He's an adult (late thirties) White Male, and he was the child of wealthy
European aristocrats who also happened to be Golden Age super heroes.
It was a PROFOUNDLY unhappy childhood. Mostly because he was miserable little
creep, but also due to some neglect by his parents. His parents are alive
and are powerful heroes who've had long careers. They are unaware that their
adult son is a supervillain.

He has an obsessive compulsive personality, and he's arrogent and has a
warped code of honor. His personality is that of someone who has irrational
thoughts and desires, and then goes through a series of rituals or thought
processes to "purge" those thoughts and desires. Or he may simply be obsessed
with the number six and feel that his body or actions have to be even.

He has an attitude of superiority manifested in an overbearing manner, and
he makes presumptuous claims or assumptions. Either he feels that his
obsession is something that all people should share. Or he feels that his
parent's status puts him above others.

He has a warped honor code of some sort.

I went with PRIMUS, and a Hero group... The CU has some pretty cool NPC hero teams, some stated out, others just mentioned, but all of them have potential.

I believe that the only logical answer is PRIMUS, UNTIL, and a hero group. He's a second-order Master Villain, after all, and that's in line with other such characters already in the CU.

In my GMing experience, a Villian's Hunteds are either used as Backgroud or "Cavalry to Resuce the PCs." :dyn

So, unless it is backgroud specific, I use a general "Hunted by Law Enforcement" (More Powerful, NCI) to represent "Cavalry" option. (Which is normally the only time a villian's hunteds tend to show up.) Fortunately, I haven't needed to do that my current PCs.

Believe me, with the PC's usually have enough to worry about in the gaming session.

I like the idea of a villain hunting our villain. Maybe someone who has issues with the parents.

Well that was predictable. Unless we have a couple dozen late voters jump in it's going to be UNTIL, PRIMUS, and a supergroup.

For the super group, I'm thinking a group of kids of superheroes who had an easier time of it than our villain did. They'd be in the same Gen X age range, and many of them would have been jerks to our bad guy back in the day when they all started getting powers as teens and our villain was just an increasingly neurotic normal.

I'm sort of reminded of Hero High, where the dad askes "do you know where we can get a vat of toxic waste?" when he finds out his son has no powers.
