Multiform and SPD change

A Character has a multiform in with the Limitation "Extra Time: Extra Phase". The "normal" form has a SPD of 3. The alternate form has a SPD of 4.

If the changes begins in Seg 12 and is completed in segment 4 (I'm assuming the faster SPD doesn't kick in until the change is complete), what phase does the character act in his new form -- Phase 6 or Phase 9?

You’re correct that the Extra Time is going to affect the change at the character’s “original” speed. After that, it depends on which version of the “Changing SPD” rules you use (5E 232-33) — with the standard rule, the character’s stuck with SPD 3 until the next Post-Segment 12; with the optional rule he has to wait until the next Segment after 4 that’s a Phase for both SPDs 3 and 4 — Segment 12.
