Sight Modifiers

The Sight Modifiers listed on 5e 229 apply only to PER Rolls or to Combat Value too? For example, if there is a night battle (-2 modifier), all the characters will have -2 to CV or only to PER for notice the opponents?

If the answer is NO, there is a (legal) way to take this factor into consideration or this task is subject to the usual GM's discretion?

They apply only to Sight PER Rolls. However, the GM is well within his rights to make characters in situations where it's difficult to see make PER Rolls every Phase. Those who fail suffer the standard penalties for not being able to perceive the target with a Targeting Sense.
