Continuous Clarification

If an attack that is Constant/Continuous is one that affects a single target (like an ordinary EB), Does it STAY with the target IF the target moves from the hex the target was originally in? (assuming he stays within LOS and pays END) OR does it only make the continuous attack against a target in a stationary hex (it is not clear in my eyes whether a continuous EB stays with/follows a character as he moves.

If it's an area-affecting attack, it stays in place. If it's just an ordinary attack, it "follows" the target and keeps damaging/affecting him.
