I just tried to build a character with 4 clips of 8 Continuing (1 turn) charges which should be a +1/4. But no matter how many clips or charges I put on there . . it never makes it to the Advantage stage. It remains as a +0 Advantage (And having 16,348 clips of 1000 charges lasting 1 turn each is worth more then +0 but I'll keep it).

What version of Hero Designer are you using? That'll be the very first question Dan asks you.

Archer, thanx for the link, but I'm not havning Trouble with the Rules... I'm having trouble with HD Version 1.47. and I didn't want to have a billion charges I just simply pushed the charges way past any normal use to make my point.

It's behaving correctly.
From the sound of things the power that you're applying Charges to is 0-END (either inherently or because you have purchased 0-END for it). When Charges is applied to a 0-END Power, it maxes out at a +0. (as stated in the link Archer provided)

I wasn't using a 0END power, (either inately or Bought that way) it was straight up Energy Blast, and no matter what I did the wouldn't give me an advantage... No I just opened the character and it's acting just fine, so I don't know what the issue was but it seems ot be working fine now.
