I just got this idea from an embarrassing situation from my past, when I would have done ANYTHING to be someone else, so I made a character out of it. It seemed like it might be fun to let you guys all throw out ideas for alternate forms for him, and then cherry pick the ones I liked the best.

He's a research scientist, and when that wasn't enough money for his collecting he started working on the side for criminal organizations like ARGENT and VIPER.
In many ways, science just missed having a prominant and shining light. Derrick's interest was only in getting as much money as possible, and he had several pans in the fire when he was caught stealing from the university as well as violating several ethics rules. That was even before his connections to the criminal world came up.
The stress was too much, and Derrick had a the first of a few heart attacks right then and there. Fortunately for him, ARGENT was testing out a regenerative treatment, and decided that Derrick was a worthwhile test case. It worked well beyond their expectations, and for a few months the indestructible Bulk would accompany ARGENT teams on missions. He was, of course, quickly captured since he was still a short morbidly obese nerd despite being a nearly invulnerable one.
That was when things took a turn for the strange. Derrick turned state's evidence for a reduced term, and ARGENT gave up after several attempts to kill him. After it all Derrick was released from prison with no money, his collections had been liquidated and sold, and he had little prospect for employment even with his new identity. His life could go no lower. He wished at that moment that he could be ANYONE else, and then he woke up in a bed with two super models in a penthouse apartment. After much confusion and screaming Derrick ended up plummeting out of the apartment's window. What happened? He was doomed! Who could help him out of this mess?
He blacked out before he hit the ground....
... and woke up in a fleabag motel in a different state. Clothes were laid out for him in his size next to a briefcase full of cash. Next to it was a note giving him directions to drop off the case with certain people at a certain time and place. Too confused for words Derrick complied, after it was all done he had a comprehensive mental breakdown and blacked out again and again waking up in strange places all over the country.
Over time he pieced it together, and was able to keep himself together long enough to get back in touch with his parole officer and clear things up. He explained that he'd had a mental breakdown, but he was fine now, and he'd be checking in regularly. His parole officer was confused, since as far as she knew he had been checking in regularly!
It turned out that Derrick's regeneration abilities could reshape him body, mind, and soul. Exposed to enough stress and trauma he'd literally become someone else, the wish fulfillment of so many people. So far as he knows Derrick has at least four other people using him as a timeshare, and some of them must be sharp enough to know what's going on and somehow prevent the authorities from catching on that there's something different about Derrick these days.
Derrick's not in control of his own life any more. Whoever he becomes when he changes, more than a few of them are criminals, and at least one has been able to mentally dominate people. More than anything he wants to have full control over his powers, but the others take over too frequently for him to be able to research the problem.
Derrick doesn't have any power beyond being accursedly difficult to kill, and being able to turn into other people who are much more combat capable than him. He doesn't have tactics, he flees or cowers until someone else takes over. His resurrection can be prevented by destroying enough of his body to prevent regeneration from being possible.
Derrick should be a mystery to the PCs except maybe as a lab assistant or minion to lesser master villains. The fun of Wish is ruined if PCs know what is up with him too soon. He should not be made more or less powerful than he is now, except to make him more indestructible and less skilled as a scientist.
