Blocking a "3" with a "3"

The rules state that a roll of 3 always succeeds. So if I roll a 3 to hit and the other guy rolls a "3" to block, or a similar thing happens in an opposed skill contest, what happens?

Is this one of those "GM discretion" things?:D

The Block succeeds, or the character who goes second in the Skill Versus Skill Contest succeeds.
