If the rules for Dispel imply that it can be used against a Constant Power that is naturally area-based (like Darkness or Change Environment) and it does not specifically state that the Adjustment Power itself has to have the AoE Advantage, then how does it work? For instance, can one use a single-target Dispel Darkness, target the 'edge' of a Darkness radius (if you can't see the character who created it) and Dispel the entire area of effect if you exceed the Active Points in the Power?

First, just to be clear, Dispel is not an Adjustment Power. It's an Attack Power and a Standard Power.
Second, the Advantages on a targeted power don't matter for purposes of Dispel. All that matters is exceeding the Active Points.
Third, to the extent that the question is, "Can a character using Dispel target just the "manifestation" of a power (such as a Darkness field), or must he target the character who "creates" or generates the power?", the answer is, "He can target just the manifestation, but it has the DCV and Power Defense of the character who creates it."
Fourth, to the extent the question actually wants to know about Adjustment Powers, the answers are the same, except where a specific rule about Adjustment Powers indicates otherwise. ;)
