Figured Characteristics

Suppose you bought str, dex, or con with the Requires Skill Roll limitation to simulate Chi powers. Characteristics with limitations normally don't give you figureds unless the limitation affects the figureds. If you want the figured characteristics, would the penalty to the Skill Roll be based on the cost of the stat plus figured characteristic, or just the stat?

For example, you buy +10 con Requires Skill Roll for 13 points. This is 20 active points and 21 points of figured characteristics. Would the skill roll be at -2 or -4?

The penalty depends on the Active Points in the power in question — IOW, what the Primary Characteristic you’re buying costs. Figured Characteristics, if any, are irrelevant.
