Overall Penalty Skill Levels: Legal? Price?

I originally posted this on the discussion board, but I was wondering if there's an official rule. I couldn't find anything in FREd or the FAQ.

How much for an "overall" penalty skill level? In other words, a penalty skill level that offset penalties not just to a specific penalty against OCV, but to any roll (including skill rolls)? The any attack penalty level tops out at 3 points per. To me that looks like an 8 point level with all combat and a -2 limitation. Would 5 points per overall penalty skill level be appropriate? A 10 point overall level with a -1 limitation?

You can't find anything on this in 5E or the Rules FAQ because no such rule exists. If you want to overcome any sort of penalty you might encounter in combat, just buy 8-point All Combat CSLs (perhaps, if you can convince the GM, with some sort of "can't be used for DCV" Limitation).
