I looked at a lot of related posts, but none really answered my question, so here goes...

I purchased the following END Reserves with a 1/4 Lim on the END only:

44 END (-1/4), 0 REC => 5 Active => 3 Real
45 END (-1/4), 0 REC => 5 Active => 4 Real

Of course, I did the zero REC to isolate the issue. From what I see, it appears that the Lim is applied to the fractional cost BEFORE the cost is rounded. So...

4.4 x (.8) = 3.52 => truncated to 3.5 => rounded to 3
4.5 x (.8) = 3.60 => truncated to 3.6 => rounded to 4

Is this behavior actually intended? I'm guessing it is, but I just wanted to make sure.

BTW, I check the same thing with COM and it behaves in the same manner. The cost of my toupee (IAF) is:

+13 COM (-1/2) => 7 Active => 4 Real
+14 COM (-1/2) => 7 Active => 5 Real

That is correct.

Rounding does not occur until a calculation is made (like applying Advantages or Limitations). Until then, the "fractional point" remains.

It's clearer to see if you buy 44 END, 0 REC and 46 END, 0 REC (no mods). The total points spent between the two is 9. Each reserve will show 5 points spent, as you can't get something for nothing.....but the fractional point is retained and totaled in with any others on the character.

There's only a few items in the Hero System that can give you a fractional point....END on an END Reserve, COM, END, and PSLs (that's all I can think of off-hand, though there may be more). HD tracks the fractional value on each of them and totals it all up on the overall cost of the character. Any final fraction (even .1) is rounded up at the end.

If you apply mods to any of these fractional values, then the resulting value is rounded per the rounding rules. If you apply both Advantages and Limitations, then the value is rounded after Advantages are applied and again after the Limitations are applied.
