Differing Modifiers??

Hi all I recently noticed a "new" entry in the Power tab on HD
called "Differing Modifiers" and was wandering what it is

In short: It allows the Grantor of a Power to have a different set of Advantags/Limitations than the Grantee of a Power.

FREX: A magic Spell that grants Flight, the Caster requires Gestures & Incantations, the Receipient does not.
