What is it?

What's it used for?

I put it in my templates folder and it doesn't show on the screen...

Depends what you're talking about...

If you're talking about a .hdp file, then it's a prefab (I don't know of any that "legally" exist for USPD at this point....). You open it just like any other Prefab (Prefabs -> Load Prefab...)

If you're talking about a .hdt file, then it's someone's custom template. You open it like any other template (File -> Set Template -> Choose File...)

If you're talking about a .hde file, then it's an export template. This is the only one that needs to go in a specific directory. You place it in your Export Templates directory (in your install folder) and it will show as an available export template when you go to select one during export.

You need the template to get the correct information in the correct spots, and then the export template to actually get the output per Steve's USPD submission template.
