Adjustment powers vs. Skill based Spell system.

How do adjustment powers work against a skill based magic system? Do you drain the skill? Do you drain a non-existant VPP?

If the GM chooses to set up a particular type of magic system, Skill-based or otherwise, it's up to him to decide how Adjustment Powers affect spellcasters' abilities within that system.
