Many years ago I ran an ESPianage game, the idea was that the PC's worked for the goverment as "spooks" a group of agents with low power Psychic abilities, well I think I am going to restart it. I however have lost my notes, and even if I did they were for 4th, so other than buy Ult. Mentalist or Dark Champions (I own both and plan on using them), any sugestions?

One quick thing, One thing I want is to figure out "types" of mental powers...not just TP, TK, etc...

I've worked on cliff notes for such a campaign in the past. I had made an organization that was kind of a cross between the Mission Impossible Force and Xavier's School for the Gifted. The agents all had a base package that included:
Skills: KS: Psionics 11-, WF: Small Arms, TF: 4-wheeled and 2-wheeled vehicles, Stealth, Survival (pick two areas), Breakfall, Computer Operation, Oratory
Perks: National Police Powers
Disadvantages: Hunted: Organization 11- (Watching)
As for powers, again I made packages which I called Psionic Suites. Each suite contained beginning powers for each agent with the appropriate skills to use them (all powers had RSR in my campaign). So it would look something like this:
Teep Suite
Skills: Telepathy +4 (EGO-based)
Powers: Telepathy 6d6 (RSR: Telepathy, Concentration (1/2 DCV)), Mental Control 6d6 (RSR: Telepathy, Concentration (1/2 DCV))
Equipment Allowance: 9mm Pistol, Combat Armor (5rPD/rED), SatComm
Each player would choose a power suite and take the agent package. I had some plans to make a few other types of agents, but never got around to working on it.

When I was working on early versions of my Psi Lords of Metro City campaign (When players were going to be low level Psi-s rather than non-Psi but still super cops), I mined GURPS Psionics and Aeon for inspiration.

hmm you could have a lot of fun with a small special ops team of Psi's
lets see
surveillance specialist/intelligence astral projection and remote viewing long range telepathy.
the thief B&E skills enhanced by pre and retro cognition ESP
combat specialist pyrokinetic explosives expert?
high power low finesse telekinetic
team leader psionic martial artist psi augmented fighting skills ability to cloud men's minds shut down nervous system etc.
alternatively how about a psionic skill duplicator perfect cover be anyone know anything.
guess its the modern world so you may want a cybernetic or just fro fun the only non psi on the team is the hacker gadgeteer.
