1. What other powers count as the primarily offensive powers bit? Do flashes and entangles count as attacks or primarily offensive powers for the purpose of x? If a character has a 60 point multipower with a few EB’s, a flash and absorption, in relation to x would that count as just 12 for the attack or 24 for an attack and a primarily offensive power?
2. Confused by the points in defence or active points in defence aspect as well, if I have 30 PD and 20 ED and 30 points of PD damage resistance and 20 points of ED damage resistance, what is x? Do I look at them all individually so highest would be PD and x would be 6? Look at the total PD or ED including points on making them resistant, so x would be 9 (PD 30 and 30 points Damage Resistance)? Apply all the points in PD and ED together so x would be 10? All the points in PD and ED including resistant defences, so x would be 15?
3. What other powers count as primarily defensive powers?

Was one of the few things in Champions that does not have any examples and I was a little confused by it, I appreciate common sense has to be applied to a character build as well, but a rule of x seems like a good starting point.

Since there are no official rules on the "Rule of X" -- it's something a couple books raise as an issue for the GM's consideration, is all -- this isn't a question I can answer. It's an issue for each GM to decide for himself. I'd suggest posting this in the Discussion forum so you can get input from a wide variety of GMs.
