Can a weapon have both Fine and Poor Qualities?

For example, an orcish forged blade that is generally poor (heavy and fragile), but inspires (noble appearance) orcish troops?

Or a once great dwarvish axe that has been lost in a cursed place for a long time?

That's up to the GM. I can see where some might be OK with it, and some might not.
