Shields

Are shields DCV based off of the absolute size of the shield or the proportion of the shield to the character? Related question, can someone with the Phys Lim: Small (1m) use an appropriately sized tower shield (and thus get +4 DCV), or is it based off size in relation to the average attacker?

Sorry if the above is confusing, I am trying to get things down as I think about them.

Well, in an absolute sense they're based off the DCV bought for them. If you wanted to come up with rules for relative sizes and such, you could, but I think it's probably complicating matters too much for most games. ;)
