END Use for Bases

Steve,
I asked this question over on the Hero System Disccusion, but received no reply. I don't think anyone really knows the answer to this. What's your take on it?

If a base has Life Support or Change Environment (heating/cooling) that costs END to use per phase, how many phases do they use END per Turn? Since bases have no Speed, how do I know how often the base's Life Support or Change Environment draws from the base's END Reserve (generator)?
