At the moment, there isn't. There was a 3rd Edition Golden Age book from Firebird Press, and a 4th Edition from Hero Games. There will be a 5th/6th Edition book, written by Darren Watts (IIRC), but I'm not 100% as to when that is due out.

I've seen Golden Age considered both Pulp and Superheroes.

My understanding of it is: it doesn't have a firm release date, but will be released when it's ready. Darren wants to make sure he does it right.
He's discussed it on chat a couple of times. He's got a playtest game going at the moment, apparently.

Let me just add that Blackwyrm Games has published a licensed HERO System Fifth Edition sourcebook for Golden Age supers gaming, set in the world of their earlier The Algernon Files modern-day book, called The Fires of War. (Both books are also available for Mutants and Masterminds 2nd Edition.) It's a huge collection of quality character, base, and vehicle writeups, for Allies, Axis, and independents, that ooze Golden Age style. Although not an actual guide to roleplaying Golden Age supers, the book has tons of material that could be cribbed for a campaign.
You can read more about the Algernon Files books on the Blackwyrm Games website, here (http://www.blackwyrm.com/Products.htm), and download free samples from here (http://www.blackwyrm.com/Extras.htm). I can also point you to several reviews of The Fires of War from the website of RPGNet:

The last four lines of my previous post are links directly to the individual reviews. Just place your screen pointer over one to highlight it, and left-click. :)
