Costs Half End Advantage

If the +1/4 Reduced Endurance, half endurance advantage is applied to a power that would only cost 1 endurance, does this make it No Endurance, or is it No Effect?
For example: a FF with 5 rPD/5 rED with costs half endurance would cost 12 points. Would the FF now work at 0 endurance, or does it cost 1 endurance?

There's no effect. If you want 0 END, you have to pay for the +1/2 level of Reduced Endurance. ;)
