I have a Brick character, an Iron Golem. one of his powers is the ability to grow additional thick skin over his iron exoskeleton for additional protection. to this degree i have determined the best power that would achieve the desired effect would be Succor Body. I tacked on the limitations Physical Manifestation(-1/4) and Self Only(-1/2). however the power is limited in a few other ways for which i can find no functional limitations. both my GM and I are a little stumped as to how to proceed about this.

#1) the additional body applies no figured characterstics. while the limitation No Figured Characteristics(-1/2) exists for Powered Characteristics, it does not apply to Succor per the normal rules. Would it be fair to apply the (-1/2) via a Limited Power limitation or should it receive a different value or different limitation?

#2) the additional skin, growing over the iron exoskeleton (Powered Armor)
does not benefit from any of the characters defense. It in essence has no defense. The characters DCV however still applies, as you cant hit the skin if the character himself dodges the attack. again I have found a No Defense(-1 1/2) limitation exists, it simply does not apply to this power per the normal rules, it is an Entangle specific limitation. what value or limitation should I assign this aspect?

#3) the power can not be reused under any circumstances until the effect gained from using the power the first time is completely exhausted. i was thinking of switching to Aid which is automatically limited by the rule of maximum effect, however even maximum effect would still technically allow me to keep healing amounts of Body back into the skin while its still up.

there was one other way in which the power was limited vs. the normal rules of succor, but it escapes me at the moment. any ruling on this would be greatly appreciated.

It doesn't sound to me like you need a ruling per se -- all you need is to use Limited Power and work with the GM to determine the appropriate value of the Limitation. However, to address a couple of the issues you raise:

1. I don't understand how Physical Manifestation would be applicable. Can this "extra skin" somehow be restrained or removed from the character? It doesn't sound like it to me, in which case Physical Manifestation generally wouldn't apply.

2. As stated on 5ER 105, Characteristics gained from Adjustment Powers have no effect on Figured Characteristics, so No Figured Characteristics isn't applicable.
