Hey Steve,

This is probably somewhere in the book and i missed it, but when one person has another individual in a grab is the grabber allowed to move and if so what are the effects that this imposes?

Sure. Standard Encumbrance rules apply, and of course the character continues to suffer the standard CV penalties for Grabbing someone. The GM might impose further penalties (to movement or otherwise) if he thinks the Grabbee could somehow interfere with the Grabber's ability to move (by, e.g., digging in his heels when just his arms are Grabbed). It's mostly a matter of common sense interpretation by the GM, not any special rules per se. ;)
