Are we allowed to save the character packs we buy to a CD (provided, of course, that we do not distribute them) so that we can have a backup?

You can do whatever you want with something you buy as long as you do not give it to other people.

Sure, making a backup for yourself is not only OK, it's advisable -- we're not going to replace the product if you lose it, any more than Barnes & Noble will replace a book you bought there if your house burns down. Just don't distribute it to other people; the key words here are "for yourself." ;)
